Dr. Jennie Lincoln

Dr. Lincoln is the Coca-Cola Eminent Practitioner at the Sam Nunn School of International relations and a Principal Research Associate at the Georgia Tech Research Institute (GTRI) where she is Program Advisor for the Office of Policy Analysis and Research (OPAR). Dr. Lincoln teaches U.S. Foreign Policy, U.S.-Latin American Relations, Latin American Foreign Policies and Latin American Politics in the Sam Nunn School of International Affairs and has taught Information Technology Policy for the School of Public Policy. Her research interests focus on uses of information technology to improve democratic initiatives in developing countries. She is also contributing to a research agenda on cultural competencies for U.S. military and diplomats.

In addition to her academic career, Dr. Lincoln has a long, distinguished record of consulting for the US government, nongovernmental organizations and private sector companies with her expertise in Latin American Politics and U.S. Foreign Policy. She served as a consultant for the Ford Foundation; the MacArthur Foundation; Frost and Sullivan Political Risk Analysts; Creative Associates International, Inc; the International Foundation for Electoral Systems (IFES); and has managed projects for Management Systems International (MSI); Development Associates; the U.S. Dept. of State; the U.S. Dept. of Defense; the U.S. Office of National Drug Control Policy, and the U.S. Agency for International Development in many countries of Latin America and the Caribbean, as well as Namibia and Mozambique.

She received her Ph.D. in Political Science from The Ohio State University and taught previously at Miami University (Ohio). Dr. Lincoln was a Fulbright Professor in Costa Rica from 1984-86 and was then Associate Director of the Latin American and Caribbean Program at the Carter Center before coming to Georgia Tech in 1993. Dr. Lincoln has been a Policy Advisor for the U.S. Southern Command J3/J5 exercises and is an Adjunct Faculty for the U.S. Dept of Defense Institute for Security Assistance Management (DISAM) at Wright Patterson AFB. She has been a credentialed election observer for twelve elections in the hemisphere including Panama, Nicaragua, Guyana, and Venezuela with former President Carter.

In June 2007, Dr. Lincoln’s long-term focus and dedication to peace in Central America and hemispheric security was recognized when she was one of the invited speakers in New York City at the United Nations Celebration of the 20th Anniversary of the Central American Peace Accord to honor Nobel Prize Laureate and current President of Costa Rica, Oscar Arias.
