About Speaker
Dr. Victor Cha is Distinguished University Professor in the Department of Government and School of Foreign Service at Georgetown University. He is also president of the Geopolitics and Foreign Policy Department at the Center for Strategic and International Studies (CSIS).
He previously served in the George W. Bush Administration on the National Security Council as Director for Asian Affairs, and on the Defense Policy Board for the Joseph Biden Administration in an advisory capacity to the Secretary of Defense. He was responsible primarily for Japan, the Korean peninsula, Australia/New Zealand and Pacific Island nation affairs. Dr. Cha was also the Deputy Head of Delegation for the United States at the Six Party Talks in Beijing.
He is the author of nine books with the most recent published in 2026, China's Weaponization of Trade: Responding with Collective Resilience (Columbia University Press).
Dr. Cha received two outstanding service commendations during his time in the White House. His degrees are from Columbia University (B.A., Ph.D.) and Oxford (PPE).
